Conviction and Sentence:

Ali Karimli is currently a pre-trial detainee. On 1 December 2025, the Sabail District Court ordered his pre-trial detention until 13 February 2026. On 9 February 2026, his detention was extended by four months. The Baku Court of Appeal upheld this extension on 16 February 2026. As of April 2026, he remains in detention pending investigation.

  • Violation of fundamental rights, including freedom of expression, freedom of association, liberty, and the right to a fair trial under the European Convention on Human Rights.

Summary:

Ali Karimli is a prominent Azerbaijani opposition politician, lawyer, former State Secretary, and former member of parliament. He has chaired the Popular Front Party of Azerbaijan (AXCP/PFPA) since the early 2000s and is widely regarded as one of the country’s most influential opposition leaders.

He was detained on 29 November 2025 following a raid and search of his home in Baku conducted by the State Security Service. On 1 December 2025, he was formally charged with attempting to violently seize state power and alter the constitutional order. These accusations are widely regarded as baseless, politically motivated, and lacking credible supporting evidence.

His case is part of a broader crackdown on opposition politics in Azerbaijan, particularly targeting the Popular Front Party and its leadership. Authorities have attempted to link Karimli to a separate investigation involving former presidential administration head Ramiz Mehdiyev, but these claims are widely considered fabricated and unsupported.

The court proceedings leading to his pre-trial detention were marked by serious procedural violations. Mr. Karimli was held incommunicado for two days, and his detention hearing was conducted in a closed session. The court failed to provide concrete evidence that he posed any risk of obstructing the investigation, instead relying on speculative and formulaic reasoning. Defence arguments highlighting the political nature of the charges and lack of evidence were disregarded.

His detention follows years of targeted pressure, including a long-standing travel ban since 2005 and reported disruptions to his communications. It also coincides with a broader wave of repression since 2022–2023 targeting opposition figures, independent media, civil society organisations, and activists through politically motivated prosecutions.

Karimli’s case reflects a continuing pattern of criminalising dissent and suppressing opposition leadership in Azerbaijan. His arrest is widely viewed as an attempt to neutralise a key political figure and deter broader political participation.

International human rights organisations, including Human Rights Watch, have criticised the broader crackdown in Azerbaijan and characterised such prosecutions as politically motivated.
