Summary:
Ramil Babayev is a young researcher and rights advocate who coordinated the IDI Young Social Researchers programme after completing it as an alumnus. He also pursued a PhD in Philosophy at the Azerbaijan National Academy of Sciences.
On 6 March 2024, police raided the offices of IDI, Toplum TV, and the Third Republic Platform (TRP), as well as staff apartments, seizing equipment, documents, and phones; lawyers were excluded. Authorities claimed to “discover” 123,048.96 AZN in mixed currencies. Detainees state the cash was planted while they were under police control.
On 8 March 2024, Babayev was charged with conspiracy to commit bulk cash smuggling. On 12 March 2025, prosecutors escalated the case—adding illegal entrepreneurship, money laundering, tax evasion, and labour-code violations—under the broader Toplum TV case. Courts repeatedly extended his pre-trial detention; he remains held at Baku Pre-Trial Detention Facility No. 1.
The case relies on undisclosed “operational information,” searches conducted without procedural safeguards, and speculative associations rather than verifiable evidence linking him personally to smuggling or financial crimes. The pattern matches the wider 2023–2024 crackdown on NGOs and independent media following restrictive media (2021) nd political party (2022) laws, echoing repression cycles previously condemned by the European Court of Human Rights.
