Conviction and Sentence:

On 22 May 2023, Zamin Salayev was sentenced to 4 years’ imprisonment by the Garadag District Court. On 13 July 2023, the Baku Court of Appeal upheld the sentence. On 20 June 2024, the Supreme Court of Azerbaijan dismissed the cassation appeal, leaving the conviction in force. He is currently serving his sentence in Correctional Facility No. 11.

Political Prisoner Status:

His detention meets criteria (a) and (e) of PACE Resolution 1900 (2012):

  • (a) Violation of fundamental rights, including freedom of expression, freedom of association, liberty, and the right to a fair trial under the European Convention on Human Rights.

  • (e) Politically motivated prosecution aimed at punishing him for his opposition activity and criticism of the authorities.

His case follows a broader pattern in Azerbaijan in which opposition activists are prosecuted under public-order charges such as hooliganism. Observers, including international organizations, have linked his prosecution to his political activism and criticism on social media.

During his detention, Salayev undertook a prolonged hunger strike, drawing public attention to his case and raising concerns about his treatment in custody. His prosecution is widely regarded as politically motivated and as part of ongoing repression against opposition figures in Azerbaijan.
